As the construction industry adapts to the demands of the Building Safety Act, the role of the Principal Designer for Building Regulations (PDBR) has become one of the most critical appointments on all projects especially those classified as high risk as the Gateway approval process of the new regulatory regime can influence programme certainty and delivery risk.

Why Principal Designer Services Matter More Than Ever

Under the Building Safety Act, clients must appoint a competent Principal Designer where more than one designer is involved, with responsibility for planning, managing and monitoring design work to ensure compliance with Building Regulations.

High-Risk Building expertise and the Gateway Submissions

Bond Bryan has developed specific expertise in supporting the delivery of High-Risk Buildings (HRBs), including leading and coordinating the Gateway 1, 2 and supporting the Client along with the Principal Contractors with the Stage 3 submission process for handover.

Gateway 1 is the first regulatory checkpoint that requires a Fire Statement to be submitted at planning stage. This statement establishes the strategic approach to fire safety from the outset and is an integral part of the planning process to help prevent costly re-designs at a later date.

Gateway 2 is the second checkpoint and is a critical risk point for programme, funding and delivery certainty. Our approach integrates Gateway 2 thinking into the design process from the outset, helping clients avoid late-stage surprises and approval bottlenecks.

We work collaboratively with developers, funders and public sector bodies to:

  • define clear compliance strategies for HRB residential and Build to Rent schemes
  • coordinate and review design information against Gateway 2 expectations
  • manage building safety risks inherent in high-density living environments
  • establish robust audit trails, change control and information governance
  • reduce the likelihood of delay, redesign or refusal at Gateway 2

Gateway 3 is the final regulatory checkpoint which is designed to ensure that the as-built project complies with the building regulations and that all the relevant information in relation to the building are provided to the individual responsible for the building in use are handed over upon completion.
