The West Yorkshire Fire and Rescue Service Headquarters and Training Facility responds to that challenge, bringing headquarters, frontline operations and specialist training together within a single, purpose-built campus.

Replacing outdated accommodation at Birkenshaw, the redevelopment combines a new three-storey headquarters with a state-of-the-art training arena and the transformation of the existing Urban Search and Rescue (USAR) building into a new fire station, creating a flexible, future-ready environment designed to support the evolving demands of emergency response.

The redevelopment has transformed the way West Yorkshire Fire and Rescue Service operates by bringing headquarters, training and frontline services together within a single, integrated campus.

Purpose-designed facilities provide modern, adaptable spaces that support operational efficiency, collaborative working and specialist training. The new headquarters creates a central hub for staff, while the advanced training arena enables firefighters to prepare for a wide range of realistic emergency scenarios. The repurposed Urban Search and Rescue (USAR) building extends the value of the existing estate, providing a new fire station while reducing the need for additional construction.

The campus has also been designed around people. Breakout spaces, quiet areas and high-quality staff facilities promote wellbeing, while a memorial garden and community-facing spaces create a welcoming environment that strengthens the connection between the fire service and the communities it serves.

The completed development provides lasting social, operational and environmental benefits for West Yorkshire Fire and Rescue Service and the wider region.

By replacing ageing facilities with a modern emergency services campus, the project strengthens collaboration between teams, improves operational resilience and provides the infrastructure needed to support future generations of firefighters. The enhanced training facilities enable more realistic and flexible training programmes, helping crews prepare for increasingly complex incidents while improving the quality of operational readiness.

The development also reinforces the fire service’s role within the community, creating welcoming public spaces alongside highly specialised operational facilities. During construction, the project supported local employment and investment, while the completed campus delivers long-term operational efficiencies through a more streamlined, adaptable and resilient estate.

Sustainability is embedded throughout the redevelopment, balancing operational performance with long-term environmental responsibility.

A fabric-first approach underpins the design, with high-performance insulation and glazing reducing energy demand while creating comfortable internal environments throughout the year. Renewable technologies, including photovoltaic panels and electric heating systems, support West Yorkshire Fire and Rescue Service’s net zero ambitions while reducing long-term operational energy use.

The landscape has been designed with equal care. Existing mature trees have been retained wherever possible, complemented by new biodiversity-focused planting that enhances the ecological value of the site while creating attractive external spaces for staff and visitors. Permeable paving across the parade ground and staff parking areas manages surface water naturally, reducing runoff and improving climate resilience.

Throughout construction, a carefully phased delivery programme enabled West Yorkshire Fire and Rescue Service to maintain operational continuity, ensuring essential emergency services continued uninterrupted while the new campus was delivered.
